C. VEHICLE & TRAFFIC REGULATIONS
1. General Regulations:
(a) The Illinois Vehicle Code (including the Rules of the Road) stated in Illinois Compiled Statutes, Chapter 625, together with any amendments thereto, shall be obeyed by the operator of any motor vehicle within the Development together with any Rules and Regulations governing the ownership, registration or operation of motor vehicles within the Development adopted by the Association. In those instances where the Illinois Vehicle Code (including the Rules of the Road) conflict with the Association’s Rules and Regulations, the Association’s Rules and Regulations shall be paramount and shall control the operation of the motor vehicle. Class II.

(b) Pedestrians must stay to the side of the road facing oncoming traffic. Under no circumstances should anyone be playing on the roadway. First offense - Class I; Second offense - Class II.

(c) No hovercraft will be allowed.

2. Operator's License Permit:
(a) Every person operating a licensable vehicle within the Development must possess a valid operator's license or permit as set forth in the Illinois Vehicle Code, excepting as set forth in C.6. Class II.

(b) No person without an operator's license shall operate any farm or construction machinery on the roads of the Association. Class II.

3. Speed and Weight Limits:
(a) No vehicle shall be driven on any street within the Development at a speed in excess of the posted limits. The speed limit throughout the Development is 30 mph unless posted otherwise. First offense – Class II plus $5 per every mile over the speed limit; Second offense - Class III plus $5 per every mile over the speed limit. Updated: December 10, 2005.

(b) No vehicle shall be driven on any street within the Development in excess of the posted weight limits. Class III.

4. Parking:
(a) No vehicle, including boats and campers, shall be parked on any street, shoulder or access overnight. First offense - Class I; Second offense – Class II.

(b) No vehicle, including boats and campers shall be parked in areas marked "No Parking.” First offense - Class I; Second offense – Class II.

5. Mufflers, Prevention of Noise:
In accordance with Section 12‑602 of the Illinois Vehicle Code, every vehicle driven or operated within the Development shall at all times be equipped with an adequate muffler or exhaust system in constant operation and properly maintained to prevent any excessive or unusual noise. No such muffler or exhaust system shall be equipped with a cutout, by‑pass or similar device. No person operating or owning a vehicle within the Development shall modify the exhaust system of the vehicle in a manner which will amplify or increase the noise of such vehicle. Vehicle cannot be operated until problem is corrected and approved by Security. First offense - Class I; Second offense - Class II.

6. Vehicles operated on Association property such as: Motor driven cycles, all terrain vehicles, mopeds, mini bikes, go‑carts, golf carts.
(a) These vehicles shall be operated by licensed drivers only. Class III.

(b) Every vehicle in this category must be member-owned and registered with the Lake Wildwood Association Office and must be inspected by the General Manager or designated Security personnel before being operated on Association property. No three-wheeled ATV's will be operated at Lake Wildwood unless previously registered before January 1, 1990. Class II.

(c) Operators are required to wear eye protection in conformance with State law. Class II.

(d) Re‑registration of vehicles in this category will be required annually and yearly decals affixed thereto. Class II.

(e) All vehicles in this category not bearing State license plates must display on both sides of the vehicle the owner's lot numbers in at least 3" high digits. First offense - Class I; Second offense - Class II.

(f) While being operated, every vehicle in this category must display a red, orange or yellow visibility flag not less than 6' above ground. First offense - Class I, Second offense - Class II.

(g) Number of occupants shall not exceed vehicle's manufacturer's recommendation. First offense - Class I; Second offense - Class II.

(h) A certificate of public liability insurance will be required before LWA registration will be granted. Class I.

(i) No vehicle in this category may be operated between sunset and sunrise as established by the U.S. Weather Bureau. Class II.

(j) These vehicles shall not be operated in a reckless manner at any time. Class II.

(k) No vehicle within this category may be operated on anything other than a Lake Wildwood Association roadway or designated parking area. Operation on common property, parks and amenities is strictly forbidden. Class II.

(l) No course shall be maintained for these vehicles (motor driven cycles, all terrain vehicles, mopeds, mini bikes, go-carts, golf carts) on private property. Class II. Updated: April 22, 2006.

7. Snowmobiles:
(a) Snowmobiles must follow the "Digest of Illinois Snowmobile Registration and Safety Act Rules.” Class II.

(b) All snowmobiles operated in the Development must be registered with the Association Office. To register a snowmobile, the standard registration form (available by mail from the Office or at the Guardhouse) must be completed and submitted with:
i. A copy of the Certificate of Numbers issued by the State in which the owner resides, if registration is required by the State, and,
ii. A Certificate of Liability insurance qualifying property damage and bodily injury ($100,000 minimum). Class II.

(c) Each snowmobile registered with the Association Office shall be given a Lake Wildwood registration sticker. The sticker must be displayed on the cowling. Class I.

8. Bicycles:
(a) Bicycles must display a red, orange or yellow visibility flag not less than 6' above ground when used on Association roads. First offense - Class I; Second offense - Class II.

(b) Bicycles must ride as close to the right edge of the road as is practical and ride in the direction of other traffic. First offense - Class I; Second offense - Class II.
